What's required to operate from Zanzibar
Zanzibar is a semi-autonomous region of Tanzania with its own tourism regulator. The Zanzibar Commission for Tourism (ZCT) handles licensing, the Business and Property Registration Agency (BPRA) handles company registration, and the Zanzibar Revenue Board (ZRB) handles tax.
1. ZCT Tourism Operator's License
Issued by: Zanzibar Commission for Tourism (ZCT)
Your active Tourism Operator's License from the ZCT. The primary credential for operating in Zanzibar — checked annually.
2. BPRA Certificate of Incorporation
Issued by: Business and Property Registration Agency (BPRA)
Proves your company is legally registered in Zanzibar. One-time document unless company details change.
3. ZRB TIN Certificate of Registration
Issued by: Zanzibar Revenue Board (ZRB)
Your TIN (Taxpayer Identification Number) Certificate of Registration from the ZRB. Required for our compliance review.
4. BPRA Company Extract
Issued by: Business and Property Registration Agency (BPRA)
The Company Extract lists all shareholders. Used exclusively for our KYC review.
Sole proprietors
If you operate as a sole proprietor, BPRA issues a Certificate of Registration for an Individual Enterprise — submit that in place of the Certificate of Incorporation. No separate shareholder document is required if you're the sole owner.
Renewals
The ZCT Tourism Operator's License expires annually. Explola sends reminders at 30, 7, and 0 days before expiry, with a 14-day grace period afterwards to upload your renewal.
Operating on the mainland too?
Mainland Tanzania has separate licensing through the TTLB, BRELA, and TRA. See the Required Documentation: Tanzania (Mainland) article for details. Operators serving both jurisdictions can hold both verifications simultaneously.
